The paper is concerned with the concept of teacher communicative competence in the context of introduction of Federal State Education Standards in basic education. The issues of ensuring high level of teacher communicative competence to effectively interact with learners and their parents (or lawful guardians) in information and education environment closely tied up with Information and Communication Technologies are identified. They are the need for teachers able to and ready for effective professional communication, underuse of Information and Communication Technologies in the teacher’s work, under-expansion of the system of development of teacher communicative competence under the «education through life» principle.
