The article is concerned with the problem of developing political values of today’s youth, changes in the value system, ethno-cultural stereotypes. Timeliness of the topic is in accord with the present day needs of youth political education. The author used Rokeach Value Survey, Fenigstein’s Personal Identity Test, the Scale of Ethno-National Attitudes 2010 (O. E. Khukhlaev, I. M. Kuznetsov, N. V. Tkachenko). The sample includes three groups of youth: freshmen, senior, and part-time students. In the cross-cultural study of patriotism students of 9-11 grades took part. The results revealed that the Baikal region youth is willing to participate in the political life of the nation. To put it into effect there is a necessity in a flexible model of developing the system of value semantic orientation of youth within the system of comprehensive school, secondary specialized education institution, and higher education institution meeting the needs of the age and political realities.
